Hi,
You can get your son register into Xth standard through NIOS, a mode of open schooling. It is okay if he does not want to go to school, do not ask him either. Set him free to decide what he wants to go for. I would suggest you to work hard with him so as to help him successfully completing his school. I am sure in this 3 year run, he would outdo all his discourage and fear.
Further motivate him to take up higher education in the field, which influences him the most. Do not force him to get into academic stuff against his wishes. Let him opt for any creative field because in the present scenario there are possibly all sort of career options available.
As you say that he even do not want to study, I would say, probably he has lost all high spirits and the situation of being expelled from the school has affected him deeply. Not to worry, he'll himself understand the importance of Education once he reaches the correct age. Till then make him pursue some vocational courses which do not have any study options. If he is good at sports, encourage him to make his career in the same.

Talking about the Examination pattern there would be two papers in prelims- Reasoning Aptitude and English Comprehension followed by the main exam that would entirely be subjective. For details check www.upsc.gov.in
