To the best of my knowledge, all good institutes offering executive MBA don't ask for min. 50%, the only criteria they emphasize more on is work exp that should be min. 5 yrs.
You can check with IIM's, as they offer executive MBA programs.

If you want to prepare for civil Service Examination I would say it is a tough nut to crack.
