Yes, Diploma holders are eligible to study in IIT's. Diploma is considered as equivalent to 12th and one has to have 75 percent or should be in top 20 percentile. Admission is given in 1st year provided you clear JEE Mains and JEE Advanced.
I would, however, advise that level of Diploma holders in understanding concepts is lesser than 12th students and hence more hard work is required.
