if u want to enhance ur career and knowledge as well why don't u choose RHCE. cos most of the Servers r running on Linux and then u opt CCNA. Because knowing LAN then u know about WAN will give u more advantage. After that u opt Oracle DBA So that u can become System Admin or Network Admin or Security Admin or Database Admin as well.
The combination of RHCE+CCNA+DBA will be good. After completing RHCE u will feel a lot of confidence as well.
As Cyber Crime is going high Security Specialist is going to be future. For Securing Network u must have thorough knowledge of Network and for securing data u must have thorough knowledge of one Operating System for that U must choose the OS which is running in Industry like Linux, for that u can opt RHCE & RHCSS (Red Hat Certified Security Specialist) will give u ultimate mileage for ur career. Getting a proper degree in the field of Public administration would be rare option to seek in India however, you can get the same in your masters level which has still time for you.
