Well let me answer your questions second part first. The minimum education qualification required to apply for IAS exam is a graduate degree in any discipline from a well recognized University, and with age not exceeding more than 30years.

If you tell me in which subject you are pursuing BTech and in which you would like to pursue Masters then I ll be able to help you. USA does n't give education for free though but a very good option if one is ready to shell out good money.
