Well let me answer your questions second part first. The minimum education qualification required to apply for IAS exam is a graduate degree in any discipline from a well recognized University, and with age not exceeding more than 30years.

Hi Akash, for free education do not compromise on what you expect from a course. If you tell me in which subject you are pursuing BTech and in which you would like to pursue Masters then I ll be able to help you. USA does n't give education for free though but a very good option if one is ready to shell out good money.
