Yes the admissions are made solely on the basis of merit.
The admission to B.Tech programmes is made on the basis of-
1. Merit in consolidated merit list with 60% weightage of JEE (Main) 2013 and 40% weightage of aggregate marks in qualifying examinations
2. Merit in Qualifying Exam (In case seats remain vacant after exhausting preference no. 1)
The minimum eligibility criteria is- Pass in 10+2 examination with at least 65% marks (55% marks in 2nd Shift) in aggregate in 5 subjects including Physics, mathematics and English as compulsory subjects along with one of the following subjects: a) Chemistry b) Bio Technology c) Computer Science

Yes dear you can migrate from Punjabi University to Lovely professional University as per university policies.
For migration consider following points:
1. You need to purchase prospectus, fill the application form for admissions and form for migration as available in prospectus.
2. An applicant who has backlog/compartment/reappear in any subject may not be eligible for migration.
3. Migration will be confirmed only after the process of mapping / equivalence checking is completed. Along with applications forms you need to send transcripts of subjects and syllabus studied till date with Rs.2000 DD in the favour of “Lovely Professional
