Why not? Your education board has nothing to do with. SAT is open to everyone and has no eligibility. High school students take the SAT to study UG programs abroad.

You can give preference to Russia as the government medical universities in Russia have more experience in imparting medical education. That said it is important to choose a good medical university as it makes a lot of difference where you study.
There are some European countries as well which can be considered for MBBS abroad.

You can apply for two different programmes in two different universities in regular and distance mode. According to my suggestion, you should pursue B.Ed as regular and M.Com as distance mode from a different university.
