Yes, of course, Chandigarh University comes under top universities in terms of placement, especially, for Computer Science and Engineering. Every year many top companies visit its campus. I would suggest to choose CU or LPU.

There are many colleges in India which have defense quota.
No government colleges have defense quota (generally)
There is Delhi College of Engineering (DCE) or DTU, which has 10 % quota which is generally for children or/ and widows of personnel of Armed/Para-Military forces with highest priority.
IP University (Indraprast) in Delhi has Delhi quota.
College in Bangalore and Punjab has defense quota, but PEC (Punjab engineering college) might be removing that this year.
There are colleges in Pune –MIT etc. which has some reservation.
But, there is only one college which has 100% reservation for Army wards-Army Institute of Tech, Pune.

No, there are no enough jobs in the core companies based on their courses.
But, in IT sector, there are jobs for all the branches (less than the students who get graduated)
The students who pass out each year should have some additional skills, to be better than their counterparts, so as to get easily placed in good companies.

No, you must focus on the MBA exam preparation, because they are very tough, but if you are very keen to take Diploma in any course, then you can go for it. But, Diploma course must be helpful for you, or similar to the field in which you want to pursue your career. For the first year, I'm not sure about the fee concession. Maybe your BITSAT score can be considered. If you are a board topper, then you will a get full fee waiver.
But from the next semester onwards, if your CGPA is above 9 or 9.5, then you will get mess fee and hostel fee waiver. But this depends on your CGPA and the administration.
If you get the above CGPA, there is an option to change your course also.

The marks scored in BITSAT doesn't matter for scholarship in Indian campuses of BITS-Pilani. For Dubai Campus, scoring above 300 would be sufficient for 75% scholarship.
For Pilani, Hyderabad and Goa campus merit and merit cum scholarships are available. Merit scholarship is available to top 15 students of campus while MCN is applicable to those whose parents income is less than 7 LPA. Also, for MCN Scholarship, CGPA has to be greater than 8.5 for 80%, between 7.5 and 8.5 for 40% and greater than 6 for 25%.
