Hi, there is no fixed number of backlogs that a company accepts or does not accept students with. Hence, the student will have to apply and find out if they will accept such a candidate.
Knowing well that the applicant has so many arrears, the candidate will also need to showcase extra ordinary performance during the interview and enhance profile in such a that the call for the interview is made.

Find below the eligibility criteria to apply for MS in US universities:
10+2+4 years education, i.e. 10+2+3 years of education system is not accepted in US universities for MS program.
A relevant undergraduate degree in the course you wish to pursue at masters level, even though if the degree is obtain through distance education.
TOEFL score of 80-90 plus.
GRE score of 1200-1400 plus.
