It is difficult to find cut off of last year. I suggest you to apply for other good institutes as well to fetch admission. Some of India's top agriculture institutes are:
1. Indian Agricultural Research Institute, Delhi
2. Central Institute of Agricultural Engineering, Bhopal

Go for CSE from IIIT Delhi. IIIT D and BITs goa are good choices made by you, except this you can also try in Thapar university, BITs Mumbai, Lovely Professional University.

You can choose for CSE as there are more job opportunities. Taking admission in ECE, you will be restricted only to particular field, i have seen many students of CSE working in IT companies.
But i recommend you to take admission only in good institute, as it matters a lot in your career. Some of best engineering institutes after IIT's and NIT's are thapar university, Lovely Professional University, IIIT

All the technical courses should be recognized by AICTE and they provide affiliate to Regular B.Tech courses. I suggest you to look for regular b.tech course from some top institutes of India so that you can have good career. Try to take admission in Birla Institute of Technology and Science, IIIT, PSG College of Technology, Lovely Professional University.

There are many universities in US and canada. i am listing some top universities:
Massachusetts Institute of Technology
Stanford University
Berkeley Engineering
Georgia Institute of Technology
University of Illinois Urbana Champaign Engineering
California University.
Alternatively you can join some credit transfer program in india which means that half of the degree in india and second half in abroad, and finally you will get degree of abroad university. One of my frd is doing MBA in Lovely Professional University and now he is going abroad in 2nd year to completed his degree.
