Yes, you make take admission in New Zealand since you have got got grades in graduation also from good university however details like References , Police check and bachelors degree has to be furnished. Yes you can pursue a bachelors in mechanical engineering and then target masters in petroleum engineering. Even though the masters requirement would recommend you to have a bachelors in petroleum engineering, they would also accept degrees from different backgrounds.

Generally, Final Year or Pre Final Year students are allowed to sit for GATE Examination but, your case is different. As you have backlogs, I am dobtful that you would be able to sit for GATE. But you need not get upset
I would suggest that you may look at some of the private Institutes or state level Institutes which may have there own entrances for M.Tech admissions and may give you a provisional entry.

Hi,
In order to pursue your MBA abroad, you need to take the following exams:
1) GMAT: Recommended score 600+ to make it to a good university
2) TOEFL IBT or IELTS: You also have to take any one of the mentioned exams and score atleast 90+ in the TOEFL IBT or minimum 6.5 in the IELTS.
You can also replace the GMAT with the GRE examination but it is always recommend to take the GRE for a MBA program as that is the preferred medium of examination.
