Scholarships are awarded entirely on the basis of merit. It is the same in every country. You must have high percentage, additional achievements, extra-curricular activities etc. for scholarship consideration.
Applicants are considered for scholarship as and when they apply. So, you must first complete your bachelor degree with excellent grades to be considered for admissions as well as scholarships at a German university. Additional research work, publication, seminars, voluntary work etc. will also help a lot.

You may not find an operations MBA degree, but you will find options close to operations management. I will suggest you first check these universities, they offer online MBA and are amongst the best known online degrees in business - Northcentral University, Maryville University, Pennsylvania State University— World Campus, University of Florida (Hough) to name a few. The minimum percentage which almost all colleges look for is 50% in 12th standard. And now a days, almost all colleges and universities conduct entrance tests and on the basis of the same, the intake process of students is decided.
