You are correct. Admission in IITs are based on All India Ranks. While admissions in NITs and GFTIs are based on various quota like home state, Other state and All India etc. So you are correct.

Yes you are eligible to take admission in B.Tech courses through UPSEE. The eligibility criteria is given below. Eligibility criteria :- Candidate must have passed the qualifying exam with minimum 45% marks (40% marks for SC/ST Category) in aggregate in three subjects.
