About 3 years back a student of mine had got admitted to the UK after having done his BCom from Karnataka open university, however, the UK University had written and asked the KOU to send their attested copies of his transcripts directly to them and the student had to go to the KOU and pay them the required fee to get it done. I am not sure with Canada and Australian institutions about this, suggest you check directly with the Universities you intend to apply to, send a mail to the International Admissions office id can be got from the Universities website. The other solution is to get your qualifications evaluated by WES which will cost you about Rs.12,000/- but payable in dollars by credit card.
