You can surely take admission for BA English. The only condition is you should have cleared 12th. It does not make any difference whether you are from commerce or arts background.

According to me, B.Tech is better than the degree if your college is a government college (IIIT, NIT or IIT). Otherwise, a degree course is better than B.Tech.
