Every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue masters degree from universities in UK, you need to have:
Good academic record, preferably 60%-70% plus in graduation.

First check if you're suited for Animation. Animation is an art form and a very demanding career. It has ample opportunities for the creatively talented people. Typically you should have good sketching skills to be able to make a sound career in this. Nothing but your innermost talent and passion should lead you to the course and the institute you choose. Go speak to people over there and see if you like their philosophy and they change your perspective.Try their website for more details. Also remember that Animation requires good mentoring. Hi,
In India, education system goes like this- 10+2+3 where 10 is class X; 2 means class XII and 3 denotes 3 years of graduation. And this path then makes an individual eligible for post graduation.
As far as applying for Civil Service Exams are concerned, graduation is a must. I would suggest you to complete your +2 by joining National Institute of Open Schooling and then proceed for bachelors degree in a relevant discipline and thereafter you may go for I.A.S or K.A.S
