Yes, admission can be taken based on MAT score. DTE assigns rank based on your MAT score and admission is based on that rank.

Sorry to say but it is difficult for you to get admission with this score in an architecture college because above 90 marks are required in NATA to get admission for B.Arch in various government colleges. Also, for NITs and government colleges you need above 300 marks in JEE paper 2.

See there is no significant difference between the program like PGDM( financial service) is a program in which 1 of your specialization is freezer that is financial services whereas in general PGDM you are free to choose any of your specialization in 2nd year (like HR, finance, marketing, retail, international business, IT etc) but if you are keen towards finance, than PGDM(FS) is the course for you else if you want to give a spell to yourself in choosing between specialization by going through all the subjects taught in the 1st year then PGDM general. Sorry but your rank is too high in JEE paper 2 because above 300 marks are considered for admission in B.Arch in NITs or government colleges. So, there is no NIT available for you, so you should try for private colleges.
