Admissions to 12th are not controlled by state but eligibility is decided by the university. For B.Sc in biotechnology, bio is desirable but not mandatory in 12th.

12th Marks are no more relevant for admission as the entire impetus is now on MHT-GET mark scores. This being said MHT CET does inquire about 12th Marks, I am unsure of whether it plays any role further than that.

NTA has decided some guidelines for the aspirants to appear for the UGC NET Exam. According to that aspirants who have Masters degree or post graduate Diploma from the UGC Approved Universities can apply for the exam. IGNOU is an UGC Approved University, so one who qualified the post-graduation from IGNOU is eligible for the UGC NET exam if he/she has 55% (General) or 50% (OBC/SC/ST/PwD/Transgenders).
