B.Sc actually stands for Bachelor of science, while BE stands for Bachelor of engineering.
A Bachelor of science degree is commonly recommended for any college degree that requires a student to complete three years of education.
It is the most common Bachelor's degree title, and it is provided by most universities and colleges.
On the other hand, BE is an undergraduate degree, that is awarded to a student who completes an engineering academic program, which lasts anywhere from four to five years.
B.Sc is mainly theoretical while B.E or B.tech focuses on both theoretical concepts and practical knowledge too.
BE undergraduate degree programs are more practically oriented. They are the complete inverse of B.Sc degree programs. Here, students do introduce and familiarize themselves to theories and principles, but also concentrate in applying these theories and principles in a practical manner, which would help them be more prepared when they go and join the corporate world.

The starting salary of a Bank PO is somewhere between 30-35k and various other benefits depending upon the bank. The total package goes around Rs. 4-6 lakhs per annum depending upon HRA (House Rent Allowance) for a particular city.
Now, after the seventh pay commission is applied (would be done in coming few years) the salaries are sure to rise somewhere between 30-70%. Also, we can expect an annual increment in salary based on increasing DA (dearness allowance) every year.
Add to it a promotion every 4 years (on an average) and a corresponding increase in your salary and benefits, I would say that any Bank PO employee is "settled".
Though it is a far fetched guess, in 10 year time you can expect a salary of 70-100k per month in hand, with many other benefits.
Please understand that in any job (government or private), it takes around 10 years for you to achieve a level that commands good salary, respect and host of benefits. So if you are preparing for an MBA, only look for colleges that can give you an opportunity to get at least a package of Rs. 12-15 lakhs per annum today. My suggestion would be to choose only from top 15-20 B-Schools.

Honestly Speaking there is nothing that you definitely need to know before joining CSE. The programming taught at school level in India is such that you can catch up with others, well most of them, with just 10-15 days of practice. Also first years do not have a complete CSE specific course and all subjects are taught here so there may be only one or two programming related courses in first year.
However If you have zero or little knowledge of programming I would suggest you learn Basics of C and C++ programming from a beginner level book like Let Us C by Yashwant Kanetkar to get up to the level of most of the class.
Also to get yourself an advantage when entering 2nd year , I would suggest you do the following things in first year :
1) Start competitive programming on either http://Codechef.com or Sphere Online Judge (SPOJ). It really helps develop your problem solving ability and improving your programming skills.
2) Try to complete one or two beginner level courses from edX or Coursera. My personal favourite is Introduction to Computer Programming(https://www.edx.org/course/mitx/..)
3) Try learning some extra languages like Python, Java or maybe something related to Web Development. This will help when you do projects related to CSE.
