Canadian universities won't accept you for MS CS programs, they are strictly competitive. Not only must you have a 4-year degree course but you must also have exceptional grades. You may check universities in Australia, Germany, Netherlands, Singapore, Hong Kong, etc. if you plan for a 3-year degree course. B.Sc or BCA is a choice you have to make.

B.Sc actually stands for Bachelor of science, while BE stands for Bachelor of engineering.

The starting salary of a Bank PO is somewhere between 30-35k and various other benefits depending upon the bank. The total package goes around Rs. 4-6 lakhs per annum depending upon HRA (House Rent Allowance) for a particular city.
Now, after the seventh pay commission is applied (would be done in coming few years) the salaries are sure to rise somewhere between 30-70%. Also, we can expect an annual increment in salary based on increasing DA (dearness allowance) every year.

No, you cannot apply for it after 12th. Your age should be between 21-30 in the year of application and you need to have a Bachelor's degree.
The age is being relaxed by 5-years for SC/ST candidates, 3 years for OBC while for gen (PWD) -10 years, SC/ST(PWD)- 15 years and OBC PWD-13 years.

Honestly Speaking there is nothing that you definitely need to know before joining CSE. The programming taught at school level in India is such that you can catch up with others, well most of them, with just 10-15 days of practice. Also first years do not have a complete CSE specific course and all subjects are taught here so there may be only one or two programming related courses in first year.
However If you have zero or little knowledge of programming I would suggest you learn Basics of C and C++ programming from a beginner level book like Let Us C by Yashwant Kanetkar to get up to the level of most of the class.
