You have to first do the choice filling where in you are required to fill in your preference order of the (branch + IIT) like first preference IITB CSE, second preference IITD CSE and so on. This is the trickiest part as in the counselling round, you will be provided a seat in the first choice of yours where a seat is empty at you rank, you will not be able to change it once you are allotted.
However, you can leave a seat after first counselling, and since some students leave their seats, your allotment may change if there is a seat available at any choice above your allotted one.

For B.Tech, you must have to clear JEE Mains and Advanced both for getting government colleges or you can also give CET. CET (Common Entrance Test) is a state level exam conducted by all states now. For Maharashtra, you must take MHT-CET, for Karnataka there is KCET. Every state conducts their own CET.
For more information, you can google this.
But for B.Sc no extra exam. It's just normal. Just get good marks in class 12th.

Hi Kiran,
Each candidate will be given a specific time. So they should report only at that time. The counselling time maybe for 10-20 minutes for a candidate, but the required fee, which the university asks should be given on the day of counselling.
The people who got ranks between 1-20000 are called for phase 1 counselling and those from 20001-100000 will be called for phase 2 counselling.
