It would be unfair to comment whether an institute is good for a course,let me help you with a few parameters to make the judgement on your own.Before joining an institute,you can keep the following points in mind:
-Whether the institute offers recognized/approved programs/accreditation
-Academic experience of the faculty
-Placements of the students particularly those who opted for your choice of specialization
-Alumni feedback
-If possible,visit the campus and talk to the current students for a feedback

Yes you can provided you doing it from a recognized body. For ex:- National Institute of Open Schooling, which is recognised by the Central Government is equivallent to any other board of education.
Also indivuduals from NIOS are definitely eligible to write any entrance exam and opt for their field of interest.
