The eligibility criteria for admission to the Bachelor of Computer Application (BCA) programme at IITM Janakpuri, Delhi, include the following:
Minimum Entry Requirements: Pass in 12th Class of 10+2 of CBSE or equivalent with a minimum of 50% marks in aggregate.
Duration: 3 years.
Admission Procedure: The admissions are carried out strictly on a merit basis through a Common Entrance Test (CET) conducted by the Guru Gobind Singh Indraprastha University (GGSIPU)
The closing rank of 2020 was 13857 for home state general and 10812 outside general.

If you belong to any category other than open category, there is a high chance of getting ECE, based on the previous cut-offs of the college.
If you belong to open category, I'm afraid there is only a little chance of getting a seat. If you're lucky, you may get a seat in the college in the spot round.
Last year, nearly 20 remained empty after the final admission of the students.

No, You can not. To get admission in IPU University affiliated college you must have given IPU CET or CUET conducted by Central universities.
