There is no reservation based on caste in BITSAT for admission into BITS Pilani and its campuses at Goa and Hyderabad.
So, you need to score at least above 300, whatever caste you belong to.

Indeed, you are eligible to appear in UPSC examination after completing your Graduation in mass communication. But also keep in mind towards what future you are heading. Mass communication take you some other direction and UPSC or any Civil exam will take you to another. Its better to sit, think and be focused on one rather than keeping things in back up. At the end of the day it has to be you who will be out there working in respective of the choices you make. Just make sure that you keep your focus on one.
