He/she has passed the Higher Secondary Examination (plus two course) conducted by West Bengal Council for Higher Secondary Education or an equivalent examination recognized as such by University of Calcutta.

Prashant nothing is impossible, only you need to smart labour for you goal. I personally know 2-3 persons like that. For UPSC entrance you need two select two optional papers. It is not necessary its your graduation paper. Language is not a barrier but i suggest you opt English or hindi.
