Yes, it is possible to do LLM from Harvard Law School. The LLM programme is for one year and attracts students from several countries. International students with a recognized first degree in law from an accredited law college are accepted.

If you are less on budget and can not do your MBA from decent full time Institute then it would be better that you look for other options in your own field rather than wasting the amount you have on doing MBA from some low rung Institute. I would suggest you to go for MCA. It would be better if you do it from Delhi as Delhi being a National Capital a degree from a decent college under Delhi University or IP University will have more value in the job market than a degree from Punjab unless it is from a University like Punjab University.

Although, both the Universities are well known and amongst the top Regional Universities but UCOE one of the oldest Engineering college in Punjab whereas Chandigarh college of Engineering is a Private Institute recognized by AICTE, so according to me University degree always is better and have good standing in the market.

I would agree with Ankit, the best option would be IP University. However, if you are not able to get through IP then next best option would be Amity.
