According to me, you should consider BBA Programme, through that you would get knowledge skills and understanding of Management, Financial planning, Marketing strategy and entrepreneurship skills too.

If you are planning for civil services, I would suggest don't invest much on Bachelor's degree and start your preparation from 3rd years of graduation from India only. But, you can plan for any professional degree as a plan B for your career, if you are not able to crack the exam then you may consider higher education abroad.
