If you are lucky enough you can avail full scholarships, you need to have an exceptional profile. Alternatively you can take a bank loan however they issue only 80% of the expense. The next resort would be to do an online MOOC course which you can study from your India home or anywhere in the world.

It may be if you don't plan to return but if you plan to continue or migrate to US you can do so. Also, not all high schools accept international students so until and unless you are a very bright student it may not be a good idea.

You can improve your English by reading books, novels and underline those words which is difficult to understand and get meaning from dictionary. And, there are so many best app available for learning English and videos are also available. And, most important is regular practice.

Between Shri Vaishnav Vidyapeeth Vishwavidyalaya (SVVV) and Chandigarh University (CU) for B.Tech in Computer Science & Engineering (CSE), both are awesome but my personal preference is chandigarh university

Bar council issued guidelines that your Law degree will be from Valid University and should be in Regular mode to enroll in state or central bar council of India .There is no concern if Scholl board whether it's regular or open school.
