The quantity of backlogs is not the subject of a formal agreement or rule. However, you should have the fewest possible backlogs. Many institutions admit students who have 5-8 backlogs, but those students often struggle to obtain visas. Students having more than one or two backlogs are not permitted to get visas by visa officers.
