Hi,
Although there are Open Universities from where you may complete your graduation, but the kind of stipulations you have it seems difficult that you will be able to complete your gradution. Firstly you have not completed Higher Secondary. Secondly, there is a huge time gap when you earned your last educational qualification. Lastly you want to complete your graduation in 1 year duration that too from a Recognised University.
I would suggest that first thing you should do is to contact various Open Universities and check if you can do your graduation with the profile you are having. Secondly I would suggest that you should shun the idea of completing it one year.

Both the options of pursuing Tally or IT are good depending on your area of interest. Tally and IT are entirely different courses, one of which deals in the field of Accountancy and the other in Information technology. If we talk about the field that is wide and offering multiple options, then IT would be the one to opt for. In IT you can opt among the various sub-sections like Hardware/ Networking / Programming / IT Security/ Software Testing/ Data Base Management etc.
Opting for either of the two stream - Tally or IT would depend as to in which field do you plan to pursue a long lasting career. You can refer to the following links :

Other than these two options you can also look forward to pursue higher education, Masters. You may look for most obvious courses to pursue Masters and these would be M.Com / MBA. Other than these, if you had Maths in 12th then you can also opt for MCA to make a transition in the IT field from your current field. To take any step further, it is important you analyze your interest and aims.
