I would say such a decision should not be taken in haste. So, first of all you should ponder on the reasons that why you want to do or why you don't want to do this program. Check all the pros and cons of the both the situations and then take a decision. Also think on what you want to do in your future, what career path you want to choose, whether this course will help you meeting your career goals. In order to apply, you should score atleast 75% and above in your undergrad. Apart from the percentage factor, you would have to take the TOEFL and score a minimum score of 100+. Once you have taken the TOEFL, you would be in a position to apply. The university would be giving alot of emphasis to your undergrad degree which means that your percentage will be really important. Although there are Open Universities from where you may complete your graduation, but the kind of stipulations you have it seems difficult that you will be able to complete your gradution. Firstly you have not completed Higher Secondary. Secondly, there is a huge time gap when you earned your last educational qualification.
