Admission in a top university does not totally depend on the GRE and TOEFL. The admission committee evaluates your whole application i.e. your percentage, your letters of recommendations, your SOP, your GRE, your TOEFL as well as community service(if any).
In order to take admission in the top 30 universities, you must target a minimum GRE score of 1200+ preferably 1400+ and target a minimum TOEFL score of 100+.

Based on your entrance rank, and being realistic about your chances you should select the sequence seeing the past cutoffs of different colleges. If you have interest in a branch or 2, then fill all the colleges with that branch in sequence, then the rest.
