Hello Pavan, US is heavily recession struck country with steadily increasing Unemployment. Whereas, UK has still managed to survive it to a greater extent.
Talking about your Ms in Comp Science, I would like to bring it to your notice that both UK and US are a great destinations for overseas education but in US the educational system does not consider Indian Graduate Degree appropriate for Masters Degree. Robotics being an inter-disciplinary course prefers students who have completed their graduation in mechanical engineering, electrical engineering, instrumentation engineering or computer engineering with an interest in robotics and artificial intelligence.

For doing IAS you need to finish your graduation (In any discipline )
then appear UPSC exams
Following are levels one has to clear for being IAS
Level 1 : Prelims : One Optional and General Studies
(Objective)
Level 2: Mains : If you are successful in prelims, you will be called for Mains. 2 Optionals and General Studies (Subjective)
Level 3: If you are successful in Mains, you will be shortlisted for Group Discussion and Interview.
