Talking about your Ms in Comp Science, I would like to bring it to your notice that both UK and US are a great destinations for overseas education but in US the educational system does not consider Indian Graduate Degree appropriate for Masters Degree. So, you’ll need to complete your Graduation again in US, though you shall be granted exemption on the basis of your merit, University you’ve passed out from and the year of passing but even that shall be for upto 2 years.

Robotics being an inter-disciplinary course prefers students who have completed their graduation in mechanical engineering, electrical engineering, instrumentation engineering or computer engineering with an interest in robotics and artificial intelligence.

Following are levels one has to clear for being IAS
Level 1 : Prelims : One Optional and General Studies
(Objective)

Most of the universities permit it but kindly check whether your university (from which you are doing Engineering) allows it or not.
