If you are looking for a PR in Manitoba, it is one of the toughest in Canada and hence the province sees fewer International students settling down there. Either of countries is fine. Important is to choose a good college wisely in either country. That is what will make a difference in what you will learn. If you want to practice in India, then you will have to appear for MCI screening test to get your license. You will not be given any special preference even if you do it from Central America.
In terms of cost Philippines is preferable. Central America is being promoted in India as a gateway to become a practioner in USA. But what you need to know is that you need to score well in USMLE for that. USMLE can be given even if you do it from Philippines or any other country for that matter. Seats are very limited. It is very competitive.
Some colleges in Central America offer clinical rotations in USA. But even after this you for you to take up PG in USA, scoring exceptionally well in USMLE is the only way. So, choose a good college in any country and don't be blinded by rosy stories woven by agents.

There are basically 4 sections in SSC exams - Verbal Ability, DILR, Quants and GK. Verbal Ability:
Start reading newspaper daily to increase your reading speed and grasping power. It will also help you to get in touch with basic vocab. Don't miss out the editorial page. Do a proper analysis of articles on the editorial page. Try to make a summary of articles that you read para by para. You can switch to the book called WORD POWER MADE EASY by NORMAN LEWIS. DILR
The best thing to score in LR-DI is to practice more questions on a daily basis so you understand which sets you should leave and before attempting the sets what are the things you should look for. I would suggest 'Puzzles by George J Summers'. Quants
This section is one of the most scoring section for student and you too should try to get maximum marks in this section. It has a proper syllabus and you need to practice each and every chapter. The major topics are- Geometry, Arithmetic, Algebra, Number System and Modern Math. It is basically the math that you have studied till the tenth standard. However, having said that, the questions are not really easy. Focus more on Arithmetic and Algebra as these two are the most important topics. GK
Read newspaper daily for current affairs and go for Lucent for GK.

As you said you are "quite good in all, trained in dance and arts and have a great interest for singing and acting too." First of all you need to be clear about what creative field you want to go ahead with as your major field. You can explore all simultaneously too as hobby, but if you are looking for a degree/course, I think you will have to choose one, can choose the one you enjoy the most!
As you are in 12th and if I am not wrong, you will be looking forward for Graduation degree course, so I wont suggest you to go ahead with multimedia/Digital courses right now as these tools you can learn as excel in design/creative field. There are many good and reputed institutes in India to get a degree in creative field.
