Like to climb a ladder you can not leap but need to climb each step carefully, same ways to pursue education you cannot leave a level and pursue 12th directly.
To even write the exam through the private mode, you will require to complete 11th as well.

There are a few Universities that may offer you a single sitting course in graduate degree but then these are less valued and often carries risk related to the recognition of such degrees in the market.
I would instead suggest you to contact the University where in you dropped your Graduation and inquire if they have a provision to continue the course or else the only option left is to start the degree afresh from another University.

Well to be eligible for the UPSC exams the minimum requirement is to be a graduate degree holder from a recognized University.
Since there is still some time to be eligible for the exams, you need to pursue a degree that you are most interested but if you are keen to write the IES (Engineering services), for that an engineering degree is important at the graduate level.
But as you have not mentioned your subjects in 12th, it becomes difficult to provide any particular information for this purpose, all one can say here is to pick a course depending on your interest and preference.

There are Distance Learning programmes provided by various open Universities and other Distance Learning Institutes, few of which you may try are IGNOU, TNOU, Ambedkar Open University, Karnataka Open University. Apart from these Open Universities you can also try with universities like Annamalai University, University of Madras, Alagappa University, and Pondicherry University etc.
As far as age limit is concerned most of the correspondence programme doesnt have age limit, more so in open Universities, but I would suggest you to check with Universities as some specific Universities may have some age limit.

If you plan to go for further studies after your MBA or you want to get into government jobs, or you have a desire to study abroad then probably in these cases you need to have an accredited MBA, but if you just want to have a degree for your knowledge and may be a better job opportunities in private companies, i don't think you will face any problem.
