There won't be a direct program in VLSI. You can either apply for a Masters in electronics-VLSI or a Masters in computer engineering- VLSI program. Some of the best universities in US for these programs are:

Getting a graduate degree in Hardware and networking is less of a possibility but if you had science in +2 you can look forward to pursue B.Tech in IT/ CS, or B.Sc, but if you belong to non-science stream then opt for the BCA course.

All the Universities have careers and placement cells that help the students to prepare for the interview, prepare CV and intimate students about openings in companies. Students must themselves go for the interview and clear. There is no culture of companies coming to University campus and recruiting students.

The candidate who are declared by UPSC as having cleared the written exam, as well as those shortlisted in Direct Entries are called through Call Letters to appear for SSB interview at the Center allotted to the candidate.
