Hi Abhijit, there is nothing like a quota or a paid seat in countries abroad. The admission for international students is completely based on merit. With these marks he can get admission in colleges easily then why worry about paid seat?
Documents required to apply for admission- Class 10 and 12 marksheets and Passing certificate,A copy of your passport(1st and Last Page), IELTS is normally not asked for from Indian students.

You need to clear the UPSC exam (Prelims & then Mains) and then the interview to be an IPS. You need to acquire general knowledge, information on current affairs, knolwedge of legislative matters, rules, regulations, Govt. policies etc. You need to do extensive studies of your chosen subject. You need to have good analytical ability and good communicative ability (not necessariliy in English only). You need to have some elementary knowledge of Maths & English.
