Im really not sure about this,as far as I know it may be in between 8.5k - 24.5k for OC/general category in EAMCET(considering all the four branches).
As you know, this ranking preference changes according to gender and caste grade, it fluctuates every academic year.
If your rank satisfies here, you will get admission.

Hello,
Yes, you are eligible to take UPSC exam but you have to follow some more criteria that you must be a citizen of India or Nepal, or a subject of Bhutan. You should be at least 21 years and maximum 32 years old when you are appearing for the exam.

If your cast is general then you can only get private colleges. If you belong to a reserved category, you can apply for government colleges like SGSITS, RJIT, MITS and JEC.

No, IITs do not consider the percentage of PCM, they just consider the rank of JEE Advanced exam for the admissions.
