Yes, if they come under the same university, you can definitely join or change your college. You will need some documents such as NOC and Transfer Certificate to take admissions in the other college. Do visit the college or contact the admin department for further information.

You can become lecturer in any stream like arts (English, Hindi, and Political Science), commerce (Accounts, Economics, and Management) and Science (Physics, Chemistry, Biology and Computer Science). You have to just specialize in any one subject, do Masters in it and then clear UGC NET / JRF to became a lecturer in any government/ private college.

You can appear for SSC CGL exam only after graduation. So, anyway, it will take at least 3 years for you to become eligible for the exam. Here is the detailed information about the eligibility criteria:

You can join. You need to visit the college and ask for the procedures to be done. As it is the second year, you will need the NOC from the previous college where you studied and a transfer certificate I guess. Do visit the college for further information.

See, all the private institutes in Ghaziabad offer direct admission in their colleges but the only problem is that they ask for a high donation, but by the end of the July most of the students get their final college and hence the amount gets low.
Few colleges in which you can get admission are:
