Hello dear,
If you want to get admitted into NSIT then you must have appeared for JEE Mains and secure a good rank in JEE Mains too. After getting a good rank in JEE Mains, you have to fill a separate form for counselling JAC Delhi. In order to take admission in NSIT, you have to appear for JEE Mains then you have to participate in JAC Counselling. This year cut-off rank for All India level is 4867. You need to score above 60% aggregate in PCM.

Many of my seniors told me that Germany is the best for mechanical engineering.
In my opinion, it's better to do your Bachelors in India and go abroad for Masters. This is just my personal opinion.

Hello Sarath,
Samhbram college isn't good for pursuing MBA at all as it doesn't rank under the top 50 B-Schools in India. It would be better to simply avoid it and aim for reputed colleges.
P.S. I've myself heard the name of this college for the first time ever.

Yes, there are no restrictions on students to prepare for JEE provided they fulfil the criteria for JEE exams. The eligibility for JEE is as follows:
Basic eligibility:
Nationality: Candidates must be an Indian citizen.
NRIs, PIOs, OCIs & Foreign national candidates can also apply.
Number of Attempts: Candidates can apply for JEE Mains exam only three times. This attempt limit will be counted from 2017.

I don't want to add any fake hopes here.
I would suggest you to go through the syllabus of CAT first and then decide.
Because it is not easier to crack CAT.
