To your question, yes, you can apply for certain universities abroad.
You can surf on net relating college's offering Bachelors after Diploma.
But my suggestion will be that it is better to pursue your Bachelors in India and go abroad for Masters.

The best place to PG in civil engineering is IIT Roorkee. Of course, if you want to do it from abroad, then it's a different story. I feel there is nothing much to choose from since admissions depend on so many factors that if you depend on only one Institute, you may be left behind.

Fees: Incredibly low fees. You save a huge chunk of money. You get rid of unnecessary student loan and ROI (Return-on-Investment) is high. Also, there is likely to be better economic diversity among students which might help in learning some essential life lessons.
