it is advisable that you take admission in any college by entrance which will save money and will help you further in getting education loan etc but i also believe that people have their individual problems that"s why they take some decision so if you still wanna do MCA without entrance then Yes you can join MCA without entrance but not in govt colleges. You can choose any of private college and take admission threw management quota.
or you may speak to any consultancy for that they will charge their fee and will help you in searching a college for you.
Take it as in individual opinion
Good luck

For that you need to appear in GATE exam.
After qualifying in GATE exam you will be able to join in M.tech course.
but if you still wanna do the course then some best colleges and university's are :

Money is not a barer, if you wanna study just qualify Joint Entrance Examination (JEE), which will replacing the old IIT-JEE and AIEEE and then you can take education loan for which you don't need to have any granter or any land or anything, you just need the qualifying certificate and other study related documents.
So do some preparation ,collect information about the exam and do your dream course.
Good Luck
