For C it is best to start with "Let us C" book as it is very easy to understand. For Java you can start with "Head First Java " or " Thinking in Java ". In programming the important thing is problem solving so after reading these books you should have to focus more on problem solving and practice of various questions then only you will become good coder.

To become full stack developer you shall have to get good at front end development as well as Backed. For backed you have to have complete grasp over language like PHP, JavaScript and Java to create backed of a web. Yes, CSE students can sit and get placement for companies coming for ECE, but not all. You are eligible for the ECE placements, but some companies add restrictions on the same. This happens not for ECE only, but in many branches.
They have to fulfill the eligibility criteria of the company.
If a student is pursuing CSE, and he/she is good at Electronics&Communication and is eligible, then he/she will definitely sit and crack the placement of that company.
For example, Intel is a chipset company, related to ECE, yet the company allows CSE students to sit, and give assessments and interviews.

Tezpur University do not offer direct placements. Instead they made provisions like compulsory internship programs with esteemed organisations based upon interest areas. Also seniors were seen to be placed in Gandi fellowships and various CSRs.
