I suggest you try for any scholarship if you are not receiving any. There are lot of organizations/NGO/Trust they can provide scholarship apart from Government. You can appear for CAT either after completing your graduation or after appearing for Final Year as you are in the third year of your Engineering you still have one year to appear for CAT so advisable would be that you should prepare well for your Entrance Examination and appear for it with full preparation.
