Both the options are good whether you opt for the MBA in Health Care or a course in Clinical Research. But then as a dentist, both the given options are quite different from each other and hold least similarity with your education background.
MBA is a good option if you are keen to pursue a career in the Management field and Clinical research too is a lucrative career option and many pharma companies require such professionals in their labs.

Yes4 year degree is very much compulsary to have if you want to study in Canada.

You can do MCA from IGNOU on distance learning mode while serving at your post. The Master of Computer Applications (MCA) course is conducted by IGNOU in the distance education mode.
