Hi Nitish,
Well most of the German universities offer courses in English therefore it is not mandatory to learn the German. But as a friend I would suggest you to go for a German language course as it will help you to get part time employment, because a student in Germany can work 90 full days or 180 half days! Also, in order to live in Germany, you need to know the language to communicate with others.

In order to get details regarding scholarships, I would suggest you to visit DAAD. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.

Yes you are partially right as Education in Germany is not totally free but it is Government funded. So, there is a possibility that your education might get totally sponsored by the government or you might get a scholarship from them.

1. IIPM is not recognized by UGC. So it comes at a later priority for candidates who wish to get into the Govt sector.
2. IIPM advertises that it helps in getting job, but why do they need such advertisments if corporate sector prefers their students. The name of the institutions should speak for itself in the business houses.
3. IIPM tends to add a doze of glamour in education, which makes it look attractive from outside but in real education this feature is not required.

As per the information on the site of the IDE University of Madras, there are DEC accredited courses been offered but as stated by @madhurimadas , who states this to be fake; all one can suggest here is that you should start looking for some other institutes like IGNOU which is one of the premier option for the correspondence education, As this Open University does offers M.Sc degree in a field streams.
