I believe both carry some value, it all depend upon your area of interest. If you want to work entirely towards electronics and communication part, then Electronics & Communication is the option where if there's an involvement of mechanical along with the electronics, then mechatronics is the option.

Percentile scores are relative concept. It depends on your performance with respect to others' performance. If you perform better than others your percentile score will be much higher than others. Also this year, the format of CAT has changed so you can't get an actual figure on the number of questions needed to be answered. In short, number of attempts can't actually be determined. But perform as per your knowledge and avoid guess work as that decreases your negative marking.

If you plan to pursue your Ph.D, you must write to the particular department of the universities, submit your research proposal along with your mail. If they like what you wrote they will contact you. One of the most crucial part of a Ph.D applicant is to keep communicating with the universities. Do not expect a prompt reply.
