Usually a regular course from a good institute is considered to have more value in the job market than a distance MBA. Syllabus and course structure wise both the courses are almost same. The difference between these two is interaction with others. But if someone is working and having minimum of 3-4 years of work experience then even distance MBA has same value as regular. Because in that case one gets exposure from the work place.

My views based on experience are as follows:
An M.Tech degree in IT/Comp. Sc from India is useless unless you are joining the education sector. The starting job profile and packages are similar to those offered to B.Tech's. In case you cannot pursue an higher education from abroad due to any constraints, I would suggest work for atleast 2 years, choose a specific subject that actually interests you, and then pursue a Masters in that subject.
