However, through MAT only BIMTECH Noida RM is tier I but there are ample number of colleges of tier I through CAT in Delhi ncr. FMS Delhi, Department of eco DU, IMT ghaziabad, MDI Gurgaon, LIBA, Imi Delhi, Sriram college, IIT Delhi etc.

No you cannot, DCET is only for the students who studied in the Karnataka Technical Education Board. Even when you try to apply for DCET it will ask you the ID which is provided by the Department Of Technical Education to be uploaded. It will be verified if the student has studied in Karnataka for at least of 10+ years. It is some what similar to that of KCET. Which requires all the requisites asked by the KCET verification.

However if someone hasn't appeared for any of the above exams, then students have to appear for the PIBMs internal assessment which is known as PMAT and after the qualifying, the exam student will have to appear for a Personal Interview online.

Though the exact pattern is not out yet but I can give you a rough idea, quantitative will not be more than 10 marks, legal aptitude will alone form 50 marks, logical reasoning could be around 20, english again forms a major part and can be around 30 to 40 and rest would be GK around 30 marks or above.
