I cannot say anything about Thapar but can share details of LPU as I am an alumnus of LPU and my cousin did Civil Engineering at LPU.So, the following are the highlights of Civil Engg in LPU: -
1. Most of the faculty staff is from reputed organizations with their highest degree from various reputed institutes such as IITs, NITs, etc. Apart from that, faculty have got previous industrial experience also.

Being a student of LPU, I think I can provide you with an honest opinion. Though I'm not pursuing my Civil eng. , I do have my friends who are pursuing the same. One of my friend told that, This programme at LPU include a blend of hands-on experiential learning and theoretical foundational courses.
