If you want to do IAS, you must choose your subjects now and prepare accordingly. IAS gives a wide range of subjects to choose from, so it is up to you, which subject you feel comfortable in giving exams. Choose it accordingly and prepare for it. Since you are a PCM student, you shall find arts subjects very easy to study.

You should go for BA and don't think of B.Tech if you wish to do IAS because B.Tech is a 4-year Bachelor's degree which will need time to do justice to good learning of engineering.

You should go for BA, because it has subjects related to IAS preparation, and you will also get enough time for self-study. If you pursue B.Tech, then you have to make assignment, and to do workshop it will give a huge pressure on you.

That's a great decision that you opted for IAS preparations. The thing is, if you are really interested and motivated for the exam, you'll get a lot of spare time from your B.Sc, B.A. Engineering or either stream. There is actually only time barrier during the examination time, and rest of the year, you are free to study for IAS. So, you can definitely do B.Tech, as you'll experience the best of your years in engineering life.
    Best of luck.

You could do any of them and each would have its merits and demerits. But, I would suggest you go for either the B.Sc or B.A. If you also want a good paying job as secondary option, it's better to go for the B.Tech.

B.A. would be best. B.Tech and B.Sc. will require a great effort to pass and not to mention projects and other work. Most IAS aspirants pursue B.A.as it improves their essay writing and also provides them more time to pursue something else.

If you have decided to become an IAS officer then you might be knowing that you have to study very hard. If you opt for B.Tech then you will not get more time to study for your IAS exam. If you go for B.Sc or BA then you can get time to study for your IAS exam. But B.Tech is also a good field, you can also go for that.
    Hope this will help you.
